SMS Framework

Initially installed prior to any release being made. There are edits to make it work. Now stable version on the way.

The UI isn't used for sending and receiving, custom modules wiki:modules/nabuur_sms_receive and wiki:modules/nabuur_sms_sendtophone are used instead.

• sms_user module is patched to only allow users with 'receive sms messages' access from modules/nabuur_sms_receive to register their mobile number r231
